POSITION

The Department supports Sub S-2 for Senate Bill 279 as amended March 15, 2007. 

PROBLEM/BACKGROUND

There is a growing public concern that children are spending less time outdoors compared to any other time in American history and that child obesity and illnesses related to obesity such as diabetes are on the rise, now nearing epidemic levels.

DESCRIPTION OF BILL

SB 279 requires the Department, in conjunction with the Department of Community Health, to create a program that encourages youth and adults to participate in outdoor, resource-based activities that are physical in nature in order to become more physically fit and to discover Michigan’s unique and diverse natural resources.

SUMMARY OF ARGUMENTS

SB 279 will recognize individuals that participate in outdoor resource-based activities, attain physical fitness goals while performing these activities and/or excel in the performance of these activities.  It also encourages the Department to establish public-sector and private-sector partnerships including the offering of sponsorship opportunities as a means to fund the implementation of this program.

Budgetary:

A preliminary work plan and budget includes meeting with partnering organizations to establish the program, creating a plan to publicize the award, the design and producing the awards, receiving and processing requests, and mailings.  All direct costs - awards, mailings, advertising, etc., - will be recovered through private-sector partnerships and sponsorships.

The Department supports SB 279 (Sub S-2).  Under the substitute, the Department will scale the program to match the private-sector funding received by the Department to support this program, and no Department funding will be used to implement this program.
